Job Summary:

The Software QA Tester for the Department of Motor Vehicles (DMV) under the Office of the Chief Technology Officer (OCTO) will be responsible for testing and validating the DMV enterprise application. This role involves ensuring the quality and functionality of the application throughout the software development lifecycle, supporting a digital government experience that facilitates safe and efficient motor vehicle operations and customer service for DC residents and visitors.

Responsibilities:

• Develop and execute test strategies, plans, and cases including functional, automation, integration, and regression testing.
• Create, automate, and execute test cases based on user stories and requirements.
• Identify, document, track, and manage defects using JIRA and ensure proper resolution.
• Perform software application testing to support critical business functions and project objectives.
• Conduct cross-browser and usability testing to validate application performance and user experience.
• Collaborate with developers, business analysts, project management, and clients to refine requirements and acceptance criteria.
• Participate in code reviews and provide constructive feedback.
• Validate test results using database knowledge and SQL queries.
• Perform API testing and analyze wireframes using tools like Figma or Adobe XD.
• Maintain flexibility and proactivity to adapt to changing project requirements and customer objectives.
• Work closely with internal departments including development and operations to ensure application functionality and performance meet organizational needs.

Required Skills & Certifications:

• Bachelor's degree in Computer Science, IT, or a related field.
• Minimum 8 years of experience in software testing and quality assurance.
• Proficiency with test case management and defect tracking tools, specifically JIRA.
• Experience with test automation tools and frameworks such as Selenium and ACCELQ.
• Strong understanding of the software development lifecycle (SDLC) and version control systems.
• Ability to write and execute test cases, automate tests, and create detailed defect reports.
• Good SQL skills for data validation and testing.
• Excellent verbal and written communication skills.
• Strong analytical skills and attention to detail.
• Experience participating in the entire development lifecycle from design through deployment.
• Qualification for STaR2 Journeyman Labor Category.

Preferred Skills & Certifications:

• Experience in automation testing using Selenium and ACCELQ.
• Knowledge of security testing practices.
• Experience with REST API and integration testing.
• Experience with enterprise application solution sets including investment analysis, data warehousing, e-commerce, HR analysis, and ERP management processes.

Special Considerations:

• Adherence to DC Government security standards is mandatory.
• Absences longer than two weeks require prior approval and must provide reachable contact information.
• Candidate must accept terms related to no reimbursable expenses and vendor rate limits.
• Direct interaction with clients, managers, and end users is required.
• Must be able to work in a fast-paced, agile team environment and maintain flexibility to meet evolving project goals.

• Position is contract-based from August 11, 2026, through December 31, 2026.
• Work location is in-person at 200 I St, SE, Washington DC 20003.
